I think you can always buy xp packs with plat or even from consignment with gold. Just have to throw $ at it. Just like anything you want do in life. Just throw $ at it.

Hardcore players have no access to consignment shop nor xp packs from store, all they can do is buy xp lixs with Plat and run dailies/hauntlet for xp

Ohh! I was not aware of that. Yeah that does change matters. Do you have access to your stash items?

Not until you reach a certain level and do quests to unlock stash...

Even tho you have stash you cannot take anything out of it either...

You can only put things into stash on HC so you can take it out on normal like getting a banner for example.
