You get the base Fire Gem from talking to the other Vampires in the District that are next to the Bonfire. As you play the game, the Fire Shard that you need to combine with the Fire Gem to have a chance of getting the Legendary Gem that gives the Bracelet effect. It may sound confusing here on the forums, but once you get into game, talk to the Vampires in the District and play, you'll get it
