Yes he can. I saw this player just returning at Humania, FrecklesMcgee. He was 56 and still had the CoP, It wasn't a vanity either, but I showed him where he could go to make it a vanity. Also, when it says Dingy Items, it may mean Angel Items. For Low Levels that can't wear the regular Angel Sets.

Dingy crown of persistence was the uncrafted version of the original crown of persistence...
It could be crafted into either a str/int or dex crown of persistence
Either of these can (as far as I know) still be crafted into the current vanity crown of persistence, that makes part of the persistence set...
