Correct. When the pull was useless it didn't invoke any proc cooldown. Proc cooldown took effect when the range of the pull extended to 10m - but the proc cooldown time could be extended indefinitely if you kept attacking (and with this update the proc stacking was in effect and you could not use another weapon proc). The 'cooldown extension on attack' effect has been removed in favor of a simple 7 second cooldown on the pull. This cooldown affects other weapon procs. That said, the effects on your target are not affected by any cooldown (just RNG).
