Missing Skill Bug?

I dont know what just happened im just taking some quest in kraag and after that my skill just gone. Did i do something wrong? I already relog 3 times already and still not fix yet. Pleas help thank you.

Not a bug, you don't have a large enough mana pool to use the skills. Put some points in intelligence.

Huh i dont get it, i have 6k mana potions. And as you can see the other 1 slot for my skill just gone its supposed to be 4 right.
