Really depends on what maps you're running and what gear you have. I'm a strong believer that war should use heal. If you heal the team they have more time to attack. Especially in zodias where everything one hits you. A few extra seconds for the rogue to proc Pisces and they can wipe everything out. I usually run with axe, skyward smash, heal and jug. At least in zodias. In lower level maps I use 3 attacks and jug or vb. As far as mastery I use one point in axe and 10 in jug. All the passive and rage. If you have points left put them in horn or vb. Different people do it in different ways. I don't like windmill but other wars love it. Not saying one is right or wrong. You need to customize as best you can to your play style.
