It's an inventory filter. I'm not sure I'd know when it's not needed. If you don't want to have your inventory filtered, clear the filter.

I don't think inventory filter was best suitable name for it. It would be better to function as normal search tool just like at the auction, and retain the glowing effect of the icon for capturing attention. Currently, as i see it may function as a monitor for looting a specific item and it doesn't refresh even if you're not online.
And filtering system is much useful in looting items it would be better if you add it in settings so we can unloot rare, epic and other items.
How's that?
