It's literally 2.0 HP per second recovered while the item is equipped.

It means you regenerate all your health once every 83 minutes

Understanding it’s a legendary item… though maybe a tad bit outdated. Any chance you’re willing to buff it by let’s say… adding a 1%hp/sec?
