zodias lock drop rate in event

During 1st day halloween till now,i only drop 3 zodias lock n barely saw other loot it too..Is it bug??As i remember,in any of previous event,locked specific to current level cap not that rare to drop from the event.Or is this the 1st ever event started to change the usual norm?or it really a bug?

Throughout my expansion play never ever once i got lock zodias from drops tho i only played E sunk but still never looted one lock
