Where is the Jack's Bag that was at Windmore?

The Jack's Bag is no longer at Windmore. Couldn't find it anywhere else. Anyone knows Where is it now or it was removed by dev?

You need to finish the quest, check your quest book. Then his bag will reappear.

There's actually a bag at Windmore and I've been clicking that to complete the Jack's quest instead of hunting it down. Now it's gone. I guess dev removed that :/*
