I can confirm this. My buddy who is lvl56 was farming with me (I'm lvl71) and he said the purple drops he was getting were lvl60 items.

Yeah I was farming with a 55 toon and got 60 drops also.

If there is a 60 u get 60 items too bad i cant test it
