I noticed these have a bunch of legendary gear. Is this gear strictly level 80? Or can lower level versions of this be obtained when opened on a low level character?

Yea but they Arent stashable as it seems, so you have to farm them on your twink

I think sts need to put Holley crate in token ventor because is most easy farm Zodias Crate than Holley chest XD
