Not able to finish Quest

There is a Quest Called South Coast that cant be finished. Please fix or take down the number from the total quests.

Its very discouraging not to be able to complete all the quests on the game.
Special event quest should not count towards to the total number.

I just tried on an alt and it doesn't seem to have a problem. Just talk to "Towne Crier" (at Forest Haven) to get the quest and go to the new town, be sure that your quest tab isn't full.
