I recently bought one of the items that came with a purp weapon 4 purp gems, an outfit and blood packs. I had a few greens that were same lvl (one was lower) where the stats were overall better than the purp. Does this happen often?

Yep
Yes gems have different stats and those gems u bought with outfit can't be sold in market or traded so if you don't like them my advice : only in trash
