Because it is sold by the NPC's, and those are supposed to have lower stats then those found in the dungeons.

I agree with the OP. If the NPCs are supposed to have less powerful items, don't give them pinks to sell. A level 44 Mastery pink should be superior to a level 35 Mastery of the same item type regardless of where it comes from IMO.
