He was confused because there is the Pilot Lounge, which was referred to as Tier 1, he thought you meant Tier 3, which you took as Tier 4 due to the Pilot's Lounge. Hope this cleared up the confusion! And good luck with the guild!

lol thnks zao. though it was tier 4 because their were 4 choices of plat choices of byuing/upgrading guild halls. I then checked and found out there was 3. LOL
