Lvl 85-86 exp after fast cap end

If now durring fast cap is 4x XP on lvl 85-86 when someone is in half way now is he automaticly get lvl 86 after fast cap end ?

Thats why my hc is sitting on level 85 1/4 XD tho I would like to know the answer too.

No, we store level fraction for this exact reason. If you are 1/4 to the next level now, you will be 1/4 to the next level after reduction. The next server update will have the reduced xp.
