What if you only have the monarch helm (cuz I was stupid not to cap at sewers/Nuris/mf)? Do I have to cap 76, get the shield and monarch helm and then will I be able to get ring quest!

No. Do you have this combination? If so, time to hit the grind button before tomorrow.

It works just like itemset bonuses, so you DO need to wear the items as a set. We will continue to roll out elite vanities in sequence so you can continue to build your set. The 76 cap's item is a shield, the next will likely be armor, then a helm, and so on.

Just to be clear, you do not lose your vanity items. You'll still have them after you do the quest and obtain your ring.
