There is one new hitch to naming that may mess up your attempt to gift names

Deleted names belong to the previous account for 2 weeks before they are freed for another account to use. A deleted name can be reused immediately by the account that owns it.

So, I guess you have to tell the recipient when you delete name, & to wait for 2 weeks after that date to try for name
