Im event map im consistently re rolling items with 0% luck (no city location). Could this be checked?

Type /stats and check if you have any luck. Could be some awakening .. or some gear you are wearing which gives luck default

Or it could also be someone using a luck arcane ability or using heroic kuai’s passive
