I tried it at 20, 25, 35 and 40.. The answer is "They're okay.. but only if you're really good with bears in general." In fact I have a Terror build on my build list. But honestly, at 20, dex was better. 25, dex was better. 35, str was best, but dex was still better. 40, dex was better, and str was better. The fact of it is, their skill damage is only so-so, their survivability is lower, and their weapon damage is lower. In general, they are weaker, but if you can get TERROR, you can win any fight vs bear or bird. Mage can heal it away, so you're screwed vs them.
If you're going to do int bear in PvP, try with the broom.

Not so. Blitz did int bear with me when we were at 35, and he was good with it. Better than me.

Not to mention, Apollo was a really good int bear when 20 was the big twinking level.

Not sure whether the Rose Wand needs INT or not. If it does, count Terrorcombo as a successful int bear. Rose wand + Hellscream at L18 was deadly :/

I've used/tried int bear at every cap from 45 to 61. Then I quit...They're great if you know how to use em, but they're mostly for fun. They destroy mages, and do pretty good against str bear if you know what you're doing. With birds, the only chance you have is with staff.
