I think its really good to put new legendary weapon scaled from level 1-86 everytime there is event.
Either bought with token nor looted, its good for new/ twink player event if the proc arent that helpful.
So, the suggestion is to release a new legendary weapon (bow,rifle,sword) everytime there is event. (Even if the proc isnt op)
