guild hall

Why is it that when I join a guild I'm forced to wait for the guild hall to be unlocked?
I should be able to see the guild hall as soon as I want. I see no point of having to wait for it...as a noob joining a guild it seems pointless. Instead of joining a guild I could just make a bunch of parties to accomplish my tasks. I fail to see the consept behind this.... maybe someone can enlighten me?

Yeah, Party and Guild is almost the same, I think. The Guild Hall should come out faster
