Just wondering if the set is really bound because it shows in crafting station it's tradeable, and also are you able to craft fhe bound version even when the event is over?

Scorched is bound, and display of that is now fixed if you patch. Crafting of it must be started before the event cooldown ends, and is unavailable afterwards.
