Quest bug my friend found: Haunted
This is part of a series of quests starting at the King Dude statue, and the part he's on has you find a cipher which drops in the Aquducts, then it leads to this part which can't be completed. It sends you to the Aqueducts to find the cipher instead of where the next objective is, and he says he's checked all the NPCs he could and nobody seems to respond to this quest to complete it.
