How to get Monarch Helm Vanity?

I just want to know how to get Monarch Helm vanity?
Im lvl72 (lvl70 to lvl72 in Humania) but didn't received Monarch Helm vanity
why? will i get it in future?

and what are last 2 quests in Blacksmoke towne?
im soooo confused :S :S :S

Yep, it was the cap vanity when the level cap was 71. Can't get it anymore since the cap was raised.

You had to cap lvl 71 when blacksmoke was not available , means : you had to cap 71 in the Humania expansion .
So it was a limited item ,and isn't and won't be available anymore.

Those are the "Ring-Quests" from the Fallen Prince in the Blacksmoke town.
You have to equip at least 2Elite Cap items for the first ring (For example : Mount Fang Vanity Armor (lv.66) + Monarch Helm (Lv.71)

Or 3 Elite Cap items for the second ring (+Eye of Sauron Shield (Lv.76)

EDIT: Don't worry , you can still lvl up to 76 for the shield and then to 81 for an armor to get the first Ledendary Ring.
