Well.. If you have enough skill points, yes. I would prefer if u mad them all out @ lvl 45

The most important skill for a tank com are those 4 (just for info, the armor buff is increase mass), but you should put point in kinetic reservoir, graviton slam (mainly for pvp but can be useful in pve if used correctly, though there is no need to max it), and just possibly vigor (useless unless you only find engis who don't know their class ; or if you solo).
Growing rage, back breaker, and the hammer skill, aren't really useful for a tank, so only put point in them if you have some point and skillslots left.
