The game is free to play, the whole game, after this evenings update the highest lvl will be 26. This guide needs to be updated by the writer, sry for your confusion.

Thanks for your input I will start work on BRAND NEW revised full guide from top to bottom compiling guides and information. Remember this was made in Limited release beta when game was out for only a week or so. It was based on limited information we truly knew at the time before we even had an idea id become as it is today.

You can teleport to the Turn-In Location by clicking 'Go To...' in Quest window. There should be a question mark '?' above NPC's head, you go talk to them and click 'Complete Quest' To complete the quest.
