Weapon Proc 'Gloomstalkers of Tactics'

I have a weapon Gloomstalkers of Tactics for Rogue,
it says chance to proc enemy -80% speed or my character +10% speed
but when it procs my character -80% speed....
hardly move when it procs...

It's a bug. STS say they will fix this in future update.
