New Blood Weap Quest

What worked for me was equipping it before i entered berryline bay (i equip it in my house).

I am still struggling to get the quest from Keane.
I’ve completed The Lost Expedition question and taken all the dailies.
I’ve logged out, equipped the weap before…still no quest.
