Struggling with a Berylline Bay Quest

hello, i'm currently struggling to understand how i'm supposed to unlock the quest 'a bad death' which just says i have to talk to dahl (rouse dahl from his stupor). it doesn't seem like he will be talking to me unless i.. do something i suppose? do i need to complete another specific quest first? do i need a certain achievement/title/item? what exactly am i missing here? a little help would be really appreciated!! thank you

He's like the Hermit in Shuyal. You need to have the expedition set before he even pays you any attention.

You gotta look for her. She will be somewhere in the first couple Elder Woods maps.

I believe she is found in one of the trees in map 1 and 2 at random
