Best staff for L16

Clever Flamestrike Rod of Assault
OR
Clever Wyrmbone Staff of Brutality

I know the flamestrike shoots twice as fast but that's 11 points that should be better off on STR instead of DEX.
What do you guys think?

I think that I need help with it too,
and with a full set as well.

Flamestrike is better because for your Health, It can be focus on Your armor or helmet (: You don't need that much health actually. Dex is quite important also as you've low armor so dodge maybe important. (:
