Mage skill mastery

For the second mastery "Penetrating curse" and its modification "Searing curse"
The effect "Affected targets take an additional 5% damage", should it only work when the curse skill is charged?
And is it 5% damage increase from all damage done to them, or they take 5% more damage when attacking.
It doesn't feel like either now., could be a bug or just need clarification

It affects charged only, yes. In general, perks of mods that only affect charged use also only affect charged use.
