Change Stash and CS to level one

Could we possibly update the Stash and Consignment Store to be accessible at level one everywhere?

Some people have level one accounts they like to sit on, or farm kills on and i saw a couple wondering why they can't access the stash etc in Balefort, but can on the Ship.
