Widow's cloud

Just recently got pink daggers that proc "widow's cloud", but the weapon doesn't describe what it does. Any insight?

I think I had that at some point. What is the weapon called?

I get the widow's cloud thing too all the time, but I thought it was a combo(like the ones in SL, for ex.). I guess it's when the wep stuns the enemy/makes extra damage...?

It's actually the proc from all the weapons that say '-15% Dodge and Hit for enemies', for example, Snakefangs or Lindering Deaths.

.. or indeed, Widows of Force (Lvl 11 Legendary), which I presume it got named for.
