With today's update:

+ Trick or Treat daily now requires first completing Smack tha Lantern.
+ XP orbs now drop up to 114 in the Manor.
+ Increased Treat Bag drops from loot.
+ Increased chance of vanities from Treat Bags.

And in case it wasn't obvious to everyone, it is not acceptable to repeatedly create and delete characters or accounts to exploit quest rewards, and those that have done so are being dealt with.

I’ve heard that many players have been banned because they completed the quests by creating new toons and deleting the old ones. This feature has actually been in the game since the very first Halloween event.

About the “Increased Treat Bag drops from loot” — I’ve run the map over 30 times and only got one bag. Please understand, this game isn’t as active as Arcane Legends, so increasing the drop rate shouldn’t be treated the same way as in AL. It really needs to be increased more.

Sadly, many players bought those bags for a high price before this update and lost a lot because of it. Please consider raising the drop rate just a bit more. Thank you!

They do, more than twice as often at L115.

It's fine to run them on multiple characters that you have the slots for.
It's not ok to delete and recreate them an absurd number of times to reap the rewards for your main, or to create many throwaway accounts to do the same.
