If you're not talking about running speed but atk speed, idk what to do there

Slow attack speed --> Get Heartseekers.
Slow running speed --> As above, Shiloh, or Shadow Piercer (fastest CD dash skill)
Slow bossing speed --> Lifethiefs
Slow AoE clearing --> Roll a mage or go full dex + Lifethief to 1-shot mobs.
