Twisted gem down graded

I had a twisted conquering gems in my ln10 wisdom belt, since resets yesterday now it a 10% not 15% anyone else have this issue? We know sts wouldn't do anything about,I never had them fix any issues I had,just want to know if any one else have this problem

I have it in my level 30 item and it is 15% XP as it aways been.
