No.Rhinos arent underpowered. theyre fun low lvl. They can beat every class low level just with the right build and tactics.

I think they are just fun to play with in PvE, but they need some things fixed up like their mana regeneration skill, and by letting both force skills work together because they are really weak by themselves.

I lvled one up to 15 their amazing in pve horrible in pvp
