Currently, there is a level 2 artifact that is Legendary type, and it can be easily obtained in the winter event zone.

But I'm not sure about level 1. Or maybe there aren't any artifacts above legendary at level 1 yet.
Let's just wait for next year after the winter event, because STS has not fully embraced level 1 (lower level)
