Verified you get the additional primary stat.

In the first screenshot I had 3 flawless on the artifact
2nd screenshot I removed the jewel and took screenshot of my stats just so I know how much 1% primary stats give me
3rd screenshot my stats are the same as without flawless jewel but as u see the midwinter’s eye did not give me any additional stats
I dont know where u test all the stuff but as you can see nothing has changed in my primary stats however boss damage has been added to my stats but no primary please check again thanks

There is a known issue with character stat previews and midwinter's eye primary stat (fixed for next app update).
It is applied properly while equipped.

Additionally, if you use /stats, you should be able to see it is applied server-side.
