Dune boss dodge

Is he really supposed to dodge blood chakram charged attacks? I think i saw somewhere he can't dodge blood chain proc. He dodges very frequently, can i get a confirmation if it's intended or not

Im warrior, I need to do charged attack to proc blood star shield, it’s impossible to me proc on boss if it keep getting dodging my charged attack in row (3-4 times) STS WTF?

u can use dune weapon, 0.1% chance dodge x)
