You don't need ALL items to manipulate the price.
I've clearly stated that the price has promptly dropped, since the market was flooded with large quantities of said item in a short period of time. If the dam breaks catastrophically, there's always a flood. There's a whole subfield called behavioral economics dedicated to studying the influence of psychological factors on the economy.
Its his item, its his right to sell at whatever price he wants
If its too high he will lose his fee, and if its a fair price someone will buy it.

For a market economy to function, price signals must arrive in a timely manner. It is not an effective market mechanism to wait three days to see if an item has been sold, let alone rely on an anonymous forum trader with anonymous, often privately made, bids to determine the price of an item. Al economy doesn't provide nearly enough information for market to be effective and safe from manipulation attempts.
in that scenario, the seller wasnt manipulating prices anymore than the buyer, who decided to buy
maybe its easier to say, none of us know the "real" price, all we can know is some past ones
before we go off the rails-

People are free to sell their items for whatever the price they want, free trade and free market but this game's community can't comprehend that sadly

Everything that you list in cs has a chance to be sold.
I'm not here meaning to be rude or start an argument but I have some of my war friends who owned Rusk swords as well, but they've all quit the game without selling their items, those missing numbers are probably rusting in their inventory. That probably will explains the rarity. And not just rusk but most of the items in-game, this is why some auras and vanity gets inflated as well. Hoarding is also part of the game.

there is a difference between selling something more expensive and manipulating prices
having something for sale for a higher price is legal. you can decide for hm u want to sell an item
manipulating is when you lie about offers and past sales to make another person believe the item is worth more than it is
