sadly as of now things are so bad, 80-85% of the population doesn't play the game but are instead focused on peddling wares because everything is so outright expensive beyond measure and everyone's just trying to keep up. add to that the fact that older maps no longer drop items of much or any value and people basically have no reason to stay there.
festerfang has that arena thing that attracts PVPers but thats also a fringe population, especially considering that lower lvl pvp revival is on the uptick with new lvl13, 28, 41, 46 pvp guilds and players forming.
now while the idea you suggested is good in theory but in terms of pure value and impact is of no use to STS. they basically get no returns on development time and efforts just for the sake of populating old towns - a problem i highly doubt STS cares about.
the only way to get people back in those towns is to give players reasons to farm those maps or do something so they actually get to play the game rather than spending ~90% of their time peddling wares here and there.
