Newer procs don't count towards quest.
Older procs did, can this be fixed?
I do think 15k is a bit excessive too.

Sorry, but don't foresee changing this. Auras that trigger on doing damage that do damage themselves cannot trigger other things that happen on doing damage (like this quest). You're probably better off using something that does less damage anyway, as the quest updates every time you damage with something that doesn't have those restrictions.

It takes only hour or two to complete. It's not 15k kills but 15k qualifying hits like Futumsh tried to explain.
Use low damage gears so that mobs don't die fast and use dot skills. Magma aa.helps too
