No, in all STS games when level cap rises, usually 5 levels, the last level (being 21 in this case) is meant to be a challenge for the 'hardcore' players who want to make their character the best it can be. Receiving a vanity reward is a gift to those who put effort into reaching the maximum level. Also having more attributes and skill points is why people cap.
15k shouldn't be taken away from those who capped at the lv16. Thats just how it works.

There's nothing to take away. Those who capped started off with the same amount of exp to earn for 17 as someone who hit 16 after the cap raise. No advantage gained. What does happen in other STS games, and probably here as well, is since the elite cap is 10x the exp, if you don't make the cap the exp you earned between the cap and the previous level gets divided by 10. Say your L15 tank had 1000 xp towards the next level. After the cap raise, it's only 100 xp towards 16.

I think it wouldnt be fair for those didnt cap at lv.16
Even though it sounds nice lol. I got to lv.16 on my tank the day before (a tuesday) took lots of work since i didnt have planned on any Altern Accs
