Clock skill and Proc bug (?)

I am not sure if this is a bug, but i noticed that every time another player drops a clock on mobs, it is harder for other players to proc by attacking that same mobs. Enlighten me with it, thanks !

it might be harder if the clock kills the mobs because u cant hit them anymore to proc ur gears
