How do you get elite banded chests?

I saw them in my my market and I thought you can't sell elite chests. For example the chests drop from elite jarl.

You get those Elite Banded Chest, from the new map, Dead city, in elite. That's right you couldn't sell them in the AH, but now you can. I only know that you can sell the Elite Banded Chests, but I think you can't sell the "normal" Elite Chests (II). Haven't tried it out yet..

Yep, You can't sell Elite chest II only elite banded and banded/regular chests.

For me the new Jarl is Morgana in the Outskirts (for Elite Banded chests though)

Currently The boss in 'The tower of madrum' has the highest drop rate of elite banded chests

Last time i saw:

elite banded copper chest- 10k
elite banded silver chest- 40k
elite banded gold chest- 100k
