Storm Gun Charged Attack

At normal rate, it takes 1.5 seconds to charge the storm gun. After using max haste (pieces which give haste + haste procs + heroic moonshade hb + heroic pere aa), it still takes 1.5 seconds to charge it even though the numbers of auto attack without charging increases profoundly in a second after using max haste. This is not the case for rogue or warior class, the time it takes to charge their storm weapon decreases drastically after max haste.

If it is not intended, can it be checked and fixed?
