hi bro veil dagger is good? Charged attack and stand attack proc can stack?

Thcd uploaded a video to YouTube testing them and they look pretty good.
I haven't tried them yet so I can't tell you 100%. Since they have 15ms passive and 50% haste in proc they can be quite interesting for some roles.
I think it can be stacked but I don't know 100% haha
